The Dead Level levels your reticle in relation to the Earth taking out any margin of error of the reticle not being perfectly level with the scope body. Simply attach your mounted scope to the Dead Level, level the device with the precision thumbscrews to center up the bulls-eye level, then just level the reticle with a predetermined level line or plumb bob. A real timer saver
I used these BO Dead Leveling devices for years at work to get scopes leveled in their rings prior to mounting. I found it to be the most efficient way to level a scope to its mount, and it gives repeatable results. If you have to level several scopes and mounts, you can set up an assembly line using this device as the start point. This saves time over trying to level individual rifles or scope bases in a vise, and then trying to keep things level while adjusting the scope/reticle. Gravity pulls straight down, and the reticle needs to be as close to level/plumb as possible for accurate calculation of bullet drop and feedback to the shooter. This device ensures the rings or mount start off dead level on the picatinny base, and keeps things level as you finagle with the scope. To keep the BO Dead Level in one place while messing with the scope, I use a piece of birch plywood clamped to my bench with holes corresponding to the legs of the device. This prevents the device from shifting. This device will work with whatever method youre comfortable with to level the scope. Ive used plumb lines or line levels in the past, but I began using a Fowlers digital machinist level the last couple of years since its fast, and it generates a numerical measure of angle eliminating the need for me to interpret a bubble between two lines.

Excellent Tool
This tool is excellent at getting your scope perfectly level and tightening the scope in the rings. When shooting long range competitions it is important to dial in elevation from 200 to 1000 yards and not have windage drift. It is a bit expensive, but well worth it. Very solidly built. Will last a lifetime.

Good but not perfect
Pros: Once I attached a set of rings to the rail, mounted the scope a little loosely in the rings & levelled the base, it was a quick job to level the reticle by looking through the scope at a reference line from a self leveling laser level line projected on the wall, rotating the scope until the reticle matched the laser line, tightening down the rings and rechecking the alignment. Cons: I found the integral bubble level hard to get centered so I had to use another level to get the base level. Because of the length of the rail, low rings don't work well with it unless risers are added. A shorter rail would be an improvement.
