Are action proving dummies and snap caps the same thing?

No. Snap caps have a spring-loaded or cushioned primer designed to permit dry firing without damage to the firing pin. An action proving dummy may, or may not, be constructed to cushion the firing pin. It is best to only use snap caps for dry firing.
